As for the particular city to focus on in your mail order brides search, I would recommend something central. Eastern Ukraine is no good. Too poor with all the consequences (a lot of scams, one word: Lugansk). The West is also tricky in its own way. Kiev itself is perfect in the respect of the availability of ATMs and Western style stores but prices are quite high, and mail order brides may be too spoiled and high maintenance. Simferopol or Sevastopol would be a good choice. Kherson might be second. Odessa, Nikolaev go third. Then follow Vinnitsa, Poltava, Sumy. Dnepropetrovsk, Kharkov rank last.

If looking in Russia, I'd like to suggest Nizhniy Novgorod - like Tver it seems to have everything you're looking for including an excellent language institute.

Archimedes ~ I don't think Moldova is a particularly good choice: basically too unstable, and the mail order brides (well, I won't go there just now).
There's quite a difference in mail order brides, but it's something best left for the PC to sort out - do some reading here and elsewhere.
I've been to Nizhniy Novgorod, but could only recommend you spend some time there before making a selection.
Let me cast my vote for Minsk. You won't find a cleaner, more European city (other than Petersburg). The mail order brides are genuine, beautiful and without the complications of the larger Russian cities.

I will definitely look closer at Rostov and Nizhniy Novgorod. Both look like interesting possibilities a little off the beaten path.
I originally crossed Tver off my list because it seemed like a place where everyone is going (like Kherson). The concern is that if the mail order brides have a constant parade of rich and good looking Americans to choose from they will be less interested in an "old European" like myself. But maybe it was a mistake.
Stirlitz, is it really that bad in eastern Ukraine? Crimea would be a nice place to stay, but I am wondering if its the best place to look for a girlfriend. I hear that it is a big holiday destination so all the mail order brides must get a lot of exposure to western and wealthy RM (by now you can probably sense that I dislike competition ;) ).
